Training Description: This webinar covers the step-by-step process Area ONAPs will follow when reviewing audits performed by Independent Public Accountants when HUD is or is not the cognizant or oversight agency, as well as audits issued by the OIG. Audits provide useful information about a recipient’s financial position, use of it’s resources, internal controls, and compliance with HUD regulations. Findings Identified in the audits and the recipients actions to resolve findings provide information for the risk assessment and on-site monitoring strategies.

William (Will) O. Dawson III joined the U.S. Department of Housing and Urban Development (HUD) as Community Planning and Development (CPD) Representative in March 2011. Will currently serves as the Grants Evaluation Director in Eastern Woodlands ONAP. David C. Thomas is the Lead Grants Evaluation Specialist (GES) in the Eastern/Woodlands Office of Native American Programs (E/WONAP) where he has served since 2009. David has over thirty years of community nonprofit/municipal government experience.
William (Will) O. Dawson III joined the U.S. Department of Housing and Urban Development (HUD) as Community Planning and Development (CPD) Representative in March 2011.  Will currently serves as the Grants Evaluation Director in Eastern Woodlands ONAP.

During his prior federal military service, Will progressed to the rank of Chief Warrant Officer Four in the U.S. Army’s Military Intelligence Corps.  Will holds both a Master’s Degree in Public Administration and a Bachelor’s Degree in Political Science from the University of Texas San Antonio (UTSA). 


David C. Thomas is the Lead Grants Evaluation Specialist (GES) in the Eastern/Woodlands Office of Native American Programs (E/WONAP) where he has served since 2009. David has over thirty years of community nonprofit and municipal government experience.

David has earned a Master of Arts degree (English) and a Master of Science degree (Community Development) from Southern Illinois University at Carbondale.
